Overview
Importing a road vehicle involves multiple agencies. Typically, you apply for an import approval (ROVER), arrange shipping and asbestos risk checks, clear Customs (duty/GST/LCT), meet quarantine requirements, complete compliance work if required, and then register the vehicle in your State/Territory.
This page helps you organise the process, collect documents and track progress. For legal requirements and final eligibility decisions, always follow the official government guidance.

Step 1 — Conduct research & determine eligibility

Department of Infrastructure (ROVER)
Confirm whether your vehicle is eligible to enter Australia, choose the approval type you need, and map out the full set of costs, timeframes and documents. Consider whether you will use a broker and whether compliance work (ADR) may be required.
Track your research outputs in your application: approval pathway, VIN, country of export, and a working cost estimate.

Step 2 — Apply for approval to import (ROVER)

Department of Infrastructure (ROVER)
Create an account in ROVER, complete the online application form, and pay the application fee. Do not ship the vehicle before you have the correct approval.
Upload your approval application receipt and supporting documents into this portal for easy access.

Step 3 — Receive approval & review conditions

Department of Infrastructure
When approval is issued, review the conditions carefully. Your approval may include conditions about use, modifications, evidence, and RAV entry.
Record your reference number and keep the approval email attachment in your document vault.

Step 4 — Arrange shipping, insurance, cleaning & asbestos checks

DAFFHome Affairs / ABF
Arrange shipping and insurance. Before shipping, steam clean inside/outside to reduce quarantine risk. Address asbestos risk (testing/removal) where required.
Upload bill of lading, shipping invoice, insurance certificate and any asbestos documentation.

Step 5 — Customs clearance (duty, GST, LCT)

Home Affairs / ABF
Lodge an import declaration and pay applicable charges (Customs duty, GST, and Luxury Car Tax where required). Ensure asbestos requirements are met.
Keep copies of declarations, payment receipts, and clearance notices.

Step 6 — Quarantine entry & inspection

DAFF
Lodge a quarantine entry with DAFF and arrange an inspection appointment. Your broker may need to attend. Additional cleaning, storage, or treatment costs can apply.
Upload quarantine entry confirmations and inspection outcomes.

Step 7 — Compliance, modifications & evidence (ADR / RAV as applicable)

Department of InfrastructureCompliance workshop (as required)
Meet approval conditions. If required, complete modifications and testing, collect evidence of compliance, and complete any RAV entry steps that apply to your pathway.
Store compliance workshop invoices, evidence packs and any RAV-related confirmations.

Step 8 — Roadworthiness & State/Territory registration

State/Territory road authorityInsurer
Obtain roadworthiness certification if required, then apply to register the vehicle in your State/Territory. Arrange required insurance (CTP/third party and comprehensive).
Upload roadworthy certificate and registration documents for future reference.
